Result of Service
The work of the consultant will contribute to implementing the first component of the Global Environment Fund-funded ‘Net-Zero Nature-Positive Accelerator Global Platform’ project', which seeks to support child countries to accelerate efforts to achieve net-zero nature-positive economies through the catalyzing of finance and partnerships, the triggering of investment, the promotion of policy and governance coherence, and the curation, diffusion, and transferring of experiences, good practices and lessons learned. In this regard, the work of the consultant will also contribute to UNEP’s ‘Climate,’ ‘Nature,’ ‘Science and Policy,’ and ‘Finance and Economic Transformation’ Programmes.

Duties and Responsibilities
UNEP is the voice for the environment within the United Nations system, acting as a catalyst, advocate, educator, and facilitator to promote sustainable development through the effective use of the global environment. Its Industry and Economy Division plays a leading role in the Green Economy Initiative, which aims to shift national economies towards a sustainable trajectory. By doing so, it seeks to ensure that growth is driven by increased investment in green sectors and a transition of consumers’ preferences to sustainable goods and services. Located within this Division, the Economic and Trade Policy Unit examines the manner in which economics, trade, and finance interact with the environment, thereby contributing to sustainable development at the local, national, regional, and global levels. As the coordination project of the GEF Net-Zero Nature-Positive Accelerator Integrated Programme (NZNPA IP), this global project serves as the basis for the innovative approach of combining nature and climate global agendas. To this end, the global platform will service, coordinate amongst, and create capacities and enabling conditions for the 12 countries taking part in the NZNPA IP. Under this integrated programme, these countries will be concomitantly implementing their own national NZNPA ‘child projects’. In this sense, the global platform is an ‘enabler’ that will support participating countries to achieve significant global and local environmental benefits through its enabling actions, which lead to further sustainable development co-benefits. In this regard, the global platform’s objectives are to accomplish the following three outcomes: Outcome 1: Participating countries undertake NZNP planning, taking into consideration new global knowledge shared through the global platform. Outcome 2: (i) Participating countries take steps to promote NZNP investments, taking into consideration new global knowledge shared through the global platform, and (ii) MDBs and DBs enhance coordination on NZNP financing and MDBs, DFIs and IFIs take steps to apply new global knowledge in NZNP investments. Outcome 3: Participating countries take steps to disseminate and track NZNP actions, taking into consideration new global knowledge shared through the global platform. The consultant’s responsibilities will include, but will not be limited to, the following activities of the outputs below: 1.1.1. – 1.1.3. Support to the working group on NZNP planning and modeling Activities: 1.1.1. Working group coordination: Coordinate the working group on NZNP planning and modeling. 1.1.2. Working group coordination plans: Develop a coordination plan package, which includes terms of reference, rules of procedure, and a comprehensive workplan, and lead the implementation of such coordination plans. 1.1.3. Working group annual meetings: Plan, deliver, and report on the annual meeting for the working group on NZNP planning and modeling. Deliverables: Finalized list of working group members. Finalized coordination plan package. Finalized concept note for working group meeting. Working group meeting on NZNP planning and modeling. Finalized summary report for working group on NZNP planning and modeling. 1.2.1. One (1) set of guidance material on NZNP planning Activities: Draft outline: Coordinate the creation of an outline for a report on NZNP planning. Coordination: Coordinate with relevant institutional partners and contracted experts to ensure that relevant aspects of the outline are drafted in a manner that is coherent with the overall flow of the paper. Drafting: Draft certain aspects of the paper that do not have a dedicated penholder. Quality Assurance: Provide quality assurance to ensure that the draft provided by strategic partners and experts meet UNEP publication standards, facilitating communication with internal and external partners to solicit feedback when needed. Finalization: Ensure that the final draft of the paper, including the sections that were personally drafted, has fully incorporated internal and external feedback. Advocacy: Provide support on related activities in coordination with the project’s Communications Lead. This could include but is not limited to the drafting and delivery of relevant presentations as well as support with relevant communications activities. Deliverables: One outline for guidance report on NZNP planning. One document highlighting roles and responsibilities. One input document for guidance report on NZNP planning. One feedback sheet on guidance report on NZNP planning. One finalized guidance report on NZNP planning. One presentation for guidance report on NZNP planning. 1.2.2. Two sets of guidance materials on NZNP modeling Activities: Draft outline: Coordinate the creation of an outline for two reports on NZNP planning. Coordination: Coordinate with relevant institutional partners and contracted experts to ensure that relevant aspects of the outline are drafted in a manner that is coherent with the overall flow of the two papers. Two peer-to-peer capacity-building workshops Activities: Workshop Preparation: Finalize the concept note, as well as coordinate and provide quality assurance on the comprehensive materials made for the workshops, which will focus on capacity building related to NZNP. Facilitation of Workshops: Coordinate and provide quality assurance on the preparation and facilitation of two workshops. Reporting and Follow-Up: After each workshop, coordinate and provide quality assurance on a detailed report summarizing participant interactions, key lessons learned, and any challenges identified during the session. Deliverables: Two concept notes for capacity-building workshops. Two feedback sheets for workshop material. Two peer-to-peer capacity-building workshops. Two finalized workshop summary reports.
Qualifications/special skills
At least seven years of work experience with at least three years related to macro-economic analysis is required. Extensive experience with environmental economics is an advantage. Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in oral and written Spanish is an advantage.
