ORGANIZATIONAL UNIT


The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS)
  • Digital Networks & Environment Department (DNE)
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

In the International Telecommunication Union Area Office for South America, the purpose of the consultancy is to develop and complement the activities necessary for the policies and procedures for the functioning of the National Computer Incident Response Teams (CIRT).

TERMS OF REFERENCE

Under the guidance of the Programme Officer of the Area Office for South America, located in Santiago and in close coordination with the Senior Cybersecurity Coordinator in BDT, the consultant will:

  • Define basic processes and related workflows necessary for the functioning of the CIRT considering the network architecture and technical specifications for the CIRT infrastructure, including topology, security zoning, and system requirements on the Bermuda Government's Cloud Data Center.
  • Define basic policies and procedures for the functioning of the CIRT considering the network architecture and technical specifications for the CIRT infrastructure, including topology, security zoning, and system requirements on the Bermuda Government's Cloud Data Center.
  • Define basic technology requirements and elaborate infrastructure plans along with diagrams for both physical and logical setups.

CONCRETE DELIVERABLES

  • Basic SOPs for the specified activities.
  • Basic technology requirements and infrastructure plans, including both physical and logical components along with diagrams and manuals detailing the necessary solutions and capabilities to be deployed.
  • Policy documents, flowcharts outlining the procedures.
  • Training materials for the functioning of the CIRT.

COMPETENCIES

  • Solid computer skills (office, databases/content management systems).
  • Knowledge of Cloud computing, Operating Systems, Linux, servers, processes, workflows policies, procedures for the functioning of the CIRT, digital forensics tools, incident analysis tools, cloud-based website for CIRT, Threat Intelligence\Sharing System, OpenCTI, Tracking and Incident Response System on premises virtual hosting environment.
  • Ability to work independently and within a team, maintaining efficient working relationships, with sensitivity to ITU's multi-cultural, multi-ethnic environment and respect for diversity.

QUALIFICATIONS REQUIRED


Education:

Advanced university degree in engineering, telecommunications, systems, cybersecurity, ICT or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Knowledge of Cloud computing, Operating Systems, Linux, servers, processes, workflows policies, procedures for the functioning of the CIRT, digital forensics tools, incident analysis tools, cloud-based website for CIRT, Threat Intelligence\Sharing System, OpenCTI, Tracking and Incident Response System on premises virtual hosting environment.


Experience:

At least five (5) years of experience in Cloud computing, Operating Systems, Linux, servers, digital forensics tools, incident analysis tools, implementation of basic cloud-based website for CIRT, installation and configuration of Threat Intelligence\Sharing System in on premises virtual hosting environment (OpenCTI), installation and configuration of Tracking and Incident Response System on premises virtual hosting environment.


Languages:

Knowledge of English or Spanish at advanced level.

REMUNERATION INFORMATION

300 USD per working day.
