The IPU is the global organization of national parliaments. It was founded in 1889 as the first multilateral political organization in the world, encouraging cooperation and dialogue between all nations. Today, the IPU comprises 181 national Member Parliaments and 14 regional parliamentary bodies. It promotes peace, democracy and sustainable development. It helps parliaments become stronger, younger, greener, more innovative and gender-balanced. It also defends the human rights of parliamentarians through a dedicated committee made up of MPs from around the world.
The IPU hires photographers to cover its events at the United Nations Headquarters. Events are usually half day (10am – 1pm or 3pm – 6pm) or full day. In total, the IPU hires photographers for fewer than 10 days per year.
The purpose of this Request for Proposals is to select a supplier that the IPU can employ. Ideally, photography and video requests can be handled by the same supplier.
Overview
Objectives
Respecting the IPU’s tone and branding guidelines, the supplier(s) will be called on provide candid, informal and more formal photographs of event participants (parliamentarians) and panellists at events. .
Audiences
The IPU’s primary audience is the 46,000 parliamentarians in the world. Other audiences include parliamentary staff, the diplomatic corps, government, academia and media.
Languages
The IPU’s official languages are English and French.
Scope of work and deliverables
- Provide high quality photographs of IPU meetings and initiatives
- Liaise with IPU staff to upload to the IPU’s Flickr platform
- Interview parliamentarians on specific topics as requested by the communications team. Topics change over time
- Edit IPU video recordings of meetings in New York
Project Timeline

Proposals will be evaluated thereafter and the supplier(s) chosen.
Content of response
Proposals should contain the following:
- Photographer’s qualifications, credentials and bio
- Brief narrative to describe how you would approach the work
- Portfolio demonstrating similar experience
- Cost proposals for a daily rate.
Criteria for selection
The IPU will evaluate each proposal and may contact the top proposals for follow-up questions or face-to-face meeting.
The IPU will choose the supplier(s) based on the following criteria:
- Experience of the photographer
- Technical expertise and flexibility to accommodate quick turnarounds
- Quality of portfolio / past work
- Cost proposal
