Context:
Under the overall supervision of the Comptroller and Director of Financial and Administrative and the direct supervision of the Head, Global Facilities Management Unit, the Facility Management Officer will provide technical, administrative and process-related support for the establishment and maintenance of global standards and best practices, focusing on the operational nuances and efficiency of facility management across IOM offices. The incumbent will play a key role in mapping and documenting all IOM premises globally, using collected data to produce comprehensive facility inventories, gathering, analysing, and generating facility management statistics—such as occupancy rates, space utilization, maintenance schedules, lease agreement conditions and deadlines, and sustainability metrics—to assist in informing decision-making and encouraging data-driven improvements. The position provides guidance and support to field offices by explaining and communicating policy updates, facilitating the implementation of new guidelines, and offering specific information on compliance with organizational standards.
- Provide technical inputs and information to assist in the development and refinement of specialized policies, frameworks, and guidance tailored to efficient facility management of IOM premises worldwide.
- Provide technical and process-related support for the establishment and maintenance of global standards and best practices, focusing on the operational nuances of facility management across IOM offices.
- Play a key role in mapping and documenting all IOM premises globally, using collected data to produce comprehensive facility inventories and update spatial databases accordingly.
- Gather, analyse, and generate facility management statistics, including occupancy rates, space utilization, maintenance schedules, lease agreements’ conditions and sustainability metrics, to assist in informing decision-making and encouraging data-driven improvements.
- Provide guidance and support to field offices by explaining and communicating policy updates, facilitating the implementation of new guidelines, and offering specific information on compliance with organizational standards.
- Contribute to the development and periodic review of guidance documents, checking that emerging trends and the latest best practices in facility management are reflected.
- Assist in monitoring and evaluating the effectiveness of facility management practices at both headquarters and field locations, recommending improvements based on statistical findings and field feedback.
- Provide guidance, administrative and process-related support to assist in the management of archives and records at both headquarters and field locations, recommending improvements to management practices for the safekeeping of archives.
- Participate in lease review and renovation projects, offering data-driven insights and information for project alignment with established policies and sustainability objectives.Promote sustainability initiatives by facilitating the integration of environmentally friendly practices into both central and field-level facility management operations.
- Provide technical inputs and/or draft components for the development of reports and presentations as needed.

Education:
- Master´s degree in Facility Management, Engineering, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- A minimum of two years of professional experience in facility management and operations;
- Experience contributing to policy and framework development for facility management; Experience in communications, stakeholder collaboration, and ability to contribute to decision-making processes; and,
- Strong analytical, communication, and advisory skills.
Skills:
- Knowledge of policy development processes and the creation of operational frameworks related to facility management;
- Knowledge of international standards and best practices in facility management, tailored to large, multi-location organizations;
- Knowledge of mapping tools and data analysis techniques to inform advisory services and decision-making;
- Knowledge of regulatory compliance and due diligence for lease agreements and infrastructure renovations;
- Knowledge of document management, procedural standardization, and guideline dissemination in complex institutional environments;
- Knowledge of advisory and consultation techniques to support capacity-building in facility management units; and,
- Knowledge of tools such as MS Office, AutoCAD, or GIS platforms relevant to facility planning and reporting.
Languages:
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
