1. Organizational Context
a. Organizational Setting
The post is located in the Architecture and Technology Division, Information and Communication Technology Department, Administration and Management Sector.
The Architecture & Technology Division (ATD) delivers governance, capabilities, support and services to implement WIPO's MTSP, and defines the IT enterprise and solution architecture vision and roadmap. Through its Centers of Competence, it supplies IT products and projects with specialized Design capabilities, while also defining standards and best practices. The Division is responsible for designing, implementing and managing relevant IT platforms and infrastructure, and empowers WIPO staff and resources to execute their business objectives efficiently and collaboratively by designing and servicing the Digital Workplace.

b. Purpose Statement
A Cloud Centre of Competence (CCoC) is a pivotal entity within IT, dedicated to driving cloud adoption, best practices, and governance. The CCoC is responsible for establishing cloud strategies, policies, and frameworks that align with business objectives. It ensures efficient cloud architecture, cost management, and security compliance. The team promotes innovation, enhances operational efficiency, and facilitates continuous improvement through standardized processes. Key deliverables include cloud governance models, automation frameworks, training programs, and performance metrics. Ultimately, the CCoC aims to streamline cloud initiatives, optimize resource utilization, and foster a culture of competence in cloud computing.
The position is responsible for leading the Cloud Center of Competence.
c. Reporting Lines
The incumbent works under the supervision of the Director of the Architecture and Technology Division.
d. Work Relations
The incumbent works regularly with other staff of the Information and Communication Technology Department and the Security and Information Assurance Division. The incumbent will also work with a variety of application development teams across the Organization.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Lead and mentor the CCoC team and foster a culture of competence in cloud computing.
b. Develop and implement cloud strategies and policies.
c. Design and optimize cloud architecture and infrastructure.
d. Establish and enforce cloud governance models and automation frameworks.
e. Ensure robust security measures and compliance standards.
f. Manage cloud costs and resource utilization effectively.
g. Promote innovation and operational efficiency through standardized processes.
h. Develop and deliver training programs and performance metrics.
i. Provide alignment between Enterprise Architecture and the Cloud Center of Competence.
j. Establish processes to evaluate and develop new cloud patterns.
Education (Essential)
Advanced university degree in Computer Science or other STEM discipline. A first-level university degree plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.
AWS Certification: DevOps Engineer Professional.
Education (Desirable)
TOGAF certification.
AWS Solution Architect Certification: Professional.
Experience (Essential)
At least seven years of experience as a Solutions Architect, with 5+ years in Senior Cloud Architect Role.
Previous experience in driving migration to the cloud, involving a complex application landscape, from an architecture standpoint.
5+ years of proven AWS Cloud architecting experience, including refactoring or replatforming applications for migration to AWS cloud, leveraging PaaS and FaaS.
Experience designing cloud-native applications and working with Containers and Microservices.
Experience and proven track record of driving cloud adoption and innovation.
Experience (Desirable)
Application development background.
Microsoft Azure or Google Cloud architecture experience.
Working experience in the context of an international organization.
Language (Essential)
Excellent written and spoken knowledge of English.
Language (Desirable)
Knowledge of other UN official languages, particularly French.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2025 rate of 90.7%
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information
- Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term. S/he may, however, apply and be considered for other positions at WIPO.
This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
This vacancy announcement may be used to fill other posts at the same grade with similar functions in accordance with Staff Rule 4.9.5.
The Organization reserves the right to make an appointment at a grade lower than that advertised.
