Context

The Budget Division of the Department of Financial and Administrative Management is responsible for preparing the Organization’s annual Programme and Budget and related documents, provides advice on budgetary matters and establishes guidelines and procedures for preparing Country Offices and project budgets. The Budget Division provides guidance for ensuring that all institutional requirements are incorporated in budgets and prepares the assessment scale used to calculate Member States contributions to the Administrative Part of the Budget. In addition, the Budget Division ensures that all costs are appropriately budgeted to meet the objectives of the Organization’s activities within the limits of available resources.

Under the overall supervision of the Chief, Budget Division, the direct supervision of the Results Based Budgeting Officer and working closely with other members in the Budget Division, the Budget Officer will be responsible and accountable for providing specialized support, assessment and advice in the preparation of the yearly Programme and Budget and other budget-related documents.

  1. Assess the budget data and prepare budget related documents, including but not limited to the Annual Programme and Budget and its revision, and summary update by preparing the relevant tables and data assigned.
  2. Provide specialized advice and support to IOM Offices and HQ Departments on financial and administrative matters related to the institutional budget preparation. 
  3. Review the budget submissions for IOM Offices and HQ Departments, as assigned, and coordinate with Project Managers and/or IOM Offices and HQ Departments, in the context of the Annual Programme and Budget preparation.
  4. Coordinate with relevant IOM Offices and HQ Departments to identify operational support income funding projections generated from various sources, specifically projects overhead, interest income, and other voluntary contributions by IOM Member states. 
  5. Prepare the IOM assessment scale and draft corresponding documents. 
  6. Support enhancements to the organization’s budgeting processes and tools and train staff in budget techniques with a view to strengthening capacities in relevant IOM Offices. 
  7. Prepare and review staff cost estimates to facilitate submission of project proposals, where applicable, and undertake re-costing of staff costs for the purposes of the Annual Programme and Budget preparation.  
  8. Act as Focal Point for the BUD tasks assigned, also as an alternate reviewer for tasks temporarily assigned in the absence of the primary BUD reviewer.
  9. Support the Chief, Budget Division and the Comptroller / Director Department of Financial and Administrative Management to respond to budget-related questions from IOM Offices and HQ Departments, as well as external stakeholders and Member State delegations.
  10. Contribute to the preparation, review and update of the budget related matters reflected in guidelines, instructions and/or standard operating procedures (SOP) in line with evolution in financial policies/practices and Governing Body resolutions/decisions.
  11. Perform such other duties as may be assigned.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments

Internationally recruited professional staff are required to be mobile.
